When you login facebook, your browser will use http over ssl. It is https://www.facebook.com/login but not http://www.facebook.com/login
You can add a cert filter policy in https filter.
*.facebook.* -- Deny

Users must close current session and reconnect to https server, or https certs filter will not work.

Do you set the proxy in web browser? If so active wall can not filter https traffic.

Youtube use "*.google.com" as it's server cert. You should block cert "*.google.com" or block server ip address in https filter.

Use "* dot youtube dot com" in DNS Filter.

You tube will be blocked for both http & https
